Etoiles: Dancers of the Paris Opera Ballet

I watched "Etoiles" yesterday. I enjoyed it almost as much as the more recent documentary about POB that I recently saw. I was curious as to the structure of the POB and the two theatres at which the dancers dance. Also, why are etoiles chosen by the opera, not the AD of the ballet? Is that the same practice everywhere?

Etoiles are chosen by the AD but because of the administrative structure of the opera, this is the (general) director of the opera who is responsible for the nomination. That said, the degree of involvment of the director in the decision process depends from his interest in the ballet company. Some were clearly, some not.
