An unusually -- I don't want to say "harsh," but it's definitely not a rave! review.  But this kind of down often happens in a company when there's a change of director -- the former director has other things on his mind, like his new job, or new life, or whatever it is, and the new director doesn't yet have the authority. In a way, no one is in charge.
